Hopefully fix Mint 22 install problems

Mint 22 install was hanging on Virtualbox because it was not installing
openssh-server at the end of the run. I do not know whether the `||
true` lines fixed this, or if it was the `d-i pkgsel/include` line
getting fixed, but the result is that it now builds and installs for
Virtualbox
