Add serial output to QEmu
...
Hopefully this will give a little more information on what is happening
in the builds on QEmu servers. Tell builds to output to ttyS0 and then
capture that and output to the console.

...
With the new cache setup, there is no need for me to run the cache
restore before doing a download. However, it is now once again necessary
that download begin AFTER the dynamic scripts have already executed
their bits

Cache has not been hitting the actual cache bits, so now we will tell it
to reach out to the cache server locally and check for the ISO to be
present in the bucket before we run the curl at all

Start downloads right away
...
There is no need to wait until after validation and linting is done
before beginning the download caching, and it definitely does not need
its own portion of the cycle. Move it to the beginning of the generate
phase, so it gets started up right away.
