Somehow I'm ending up with no file. Try to diagnose why, but also try to
fix it at the same problem without being 100% sure of the root cause

Greg Hellings 570aa6ae52 Add UCRT and fix timestamp 
Add the UCRT build
Add support for UCRT on AArch64, but still need more help getting that
built with the zlib build failure
Convert to a run command, instead of a build command, so that the
timestamp of the tarball is more accurate

Greg Hellings b72221905b Remove '.' entry 
Having an explicit folder in the tar that is named "." causes it to do
bad things to the current directory and its permissions when it is
unpacked. It also introduces an extra level of effort not needed. So
let's not do that
